S00-015: Approve interruption recovery after independent readiness checks

Changes: Accept only S00-015 observed provider recovery and readiness for a fresh S00-012 review; add independent QA evidence. No source or harness changes; parent implementation acceptance remains separate.
Validation: Four focused automation tests passed in 4.585s; tasks.py validate passed at revision 33 for 281 tasks. Verified original capacity failure, committed recovered executor/QA transitions, five distinct shared-model sessions, scoped executor patch/message and unaccepted parents. Whitespace checks passed. Future provider capacity is not guaranteed.

This establishes the concrete interruption cause; no deliberate provider failure or live retry was attempted.
+2. The coordinator release-external event for S00-016 exists at revision 28. S00-016 is independently done. Its executor and QA records are finished, stopped_after_transition=true, scope_violations=[], result.status=review/done, with existing Git commits 83404f9 and 944f399. S00-015 executor likewise finished its submit, with no violations and commit 18442e952228fef4286bf03b9dff04661e7982b3. Returncode -15 on these successful records is the runner stop after transition.
