S00-013: Approve bounded runner prompts after independent context checks
Changes: Accept S00-013 with an independent QA report and review handoff; no source edits. Confirm exact packets and mandatory supplementary reads remain available within the unchanged prompt budget.
Validation: make check passed all 68 tests, including UTF-8 stdin/EOF, timeout and terminal-transition regressions. Independently checked all 556 prompts: maximum 77693 characters; S21-006 retains 26 exact UI sections. Root escape and oversized-budget rejection checks passed; git diff --check passed. No application or parent-task acceptance claimed.
