Approve interruption recovery after independent readiness checks

Changes: Accept only S00-015 observed provider recovery and readiness for a fresh S00-012 review; add independent QA evidence. No source or harness changes; parent implementation acceptance remains separate.
Validation: Four focused automation tests passed in 4.585s; tasks.py validate passed at revision 33 for 281 tasks. Verified original capacity failure, committed recovered executor/QA transitions, five distinct shared-model sessions, scoped executor patch/message and unaccepted parents. Whitespace checks passed. Future provider capacity is not guaranteed.
