Release recovered model capacity for fresh verification

Changes: Release the transient provider wait after a later fresh session successfully used the same model and CLI. Preserve parent blocking and independent review.
Validation: Compared failed capacity log with later successful tool execution in state/runs/auto-ci-cd-5475930af078/output.log; no role command overrides are configured. Future availability and parent acceptance remain unverified.
