# S00-015 handoff for independent QA

Executor: auto-ci-cd-84e209103f24 (ci-cd), 2026-10-15.
Result: recovered execution path verified after independent S00-016 acceptance; no source changes.

Original S00-012 QA interruption was provider HTTP 503/capacity failure before acceptance. S00-016 executor and fresh QA now have finished, committed successful transitions and no scope violations. The common command has no role override or resume; this fresh S00-015 process also issued real tools. Future provider capacity is not guaranteed.

Four focused existing tests passed (4.560s): complete delayed-reader 140024-byte UTF-8/EOF delivery, submit descendant cleanup, timeout descendant cleanup and incomplete-exit remediation. Task validation passed (281 tasks, revision 32). Actual run/config/state assertions passed; S00-012 and S00-002 remain blocked/unaccepted. No model retry or new agent launch occurred.
