Changes: Preserve incomplete work and blocker metadata for S00-005. This checkpoint does not mark implementation accepted. Validation: Session ended with status blocked. Blocker: Previous runner session was interrupted before submit/escalate; processes stopped. User now explicitly requests resuming development.
