Subject: [PATCH] Run RequestWithoutContentLengthOrTransferEncoding on Windows
 too

The test was kept off Windows while reading the body of such a request
waited on the socket and could hang there. That wait was made
non-blocking soon after, and such a request no longer has its body
read at all, so nothing in it is specific to the platform any more.
