Subject: [PATCH] Build the tests that throw only with exceptions

ThrowingVerifyCallbackRejectsTheCertificate and
ErrorAndExceptionHandlersReplaceProvider throw from a callback, which
does not compile with CPPHTTPLIB_NO_EXCEPTIONS and -fno-exceptions.
