The workflows install libuev and libite from source and everything
else from apt, but never libconfuse, so every build job on this
branch dies in configure:
checking for libconfuse >= 3.3... no
Ubuntu ships libconfuse 3.3 with the static library included, which
covers both the static and regular builds. Staying on 3.3 in CI is
deliberate: it exercises the fallback paths marked
"XXX: Workaround for libConfuse <3.4" that a from-source 3.4 would
leave untested.

At least the sysvpart.sh regression test cannot run in parallel yet with
other tests (probably runparts.sh), so we must ensure the tests never
run in parallel, in particular at release.

We now require readsnf() introduced in libite 2.6.0, with bug fixes
this effectively means v2.6.2.
The libuev bump is for 64-bit time_t, with bug fix => v2.4.1

Implement Linux capability support for services, allowing them to run
with minimal required privileges instead of running as root. This uses
the modern IAB (Inheritable, Ambient, Bounding) API from libcap.
This to save time during regular pushes and pull requests, the tests
run from distcheck take a long time, and they're not getting fewer.

GitHub have now stepped their 'ubuntu-latest' image to Ubuntu 22.04.
With that comes the GLIBC bump to >= 2.34 which require aligning the
time bits and file offset bits to 64 bits. This is libuev v2.4.0.
We also make sure to align libite to the same version between the
workflows to avoid any nasty surprises.

Hopefully prevent spurious failures, dunno why atm., parallel checks
should work now. (Works locally with make -j20 check)

In https://github.com/actions/virtual-environments/commit/12fa229 the
ubuntu-latest runner was updated to Ubuntu 20.04.4, with Linux kernel
version: 5.13.0-1014-azure. This broke the Finit tests completely
and the only possible solution, for now, seems to be reverting back
to the ubuntu-18.04 runner instead.

All tests except the first two now suddenly started failing. Might be
the new caching support for the busybox binary, but that works on other
clean clones -- working theory now is that there's something subtle
with the setup-root.sh test -- which PASSes ...
