Joachim Nilsson a5491b3ded Remove HOOK_SVC_START, caused more problems than it was worth
An operator wanting to monitor processes started by Finit could use the
kernel ftrace framework.  E.g. execsnoop in perf-tools.

Joachim Nilsson 7f62a69f74 New hook/mount/post, runs after mount -a but before hook/mount/all
This gives the operator a way to add a post-mount script, e.g. to peform
a 2nd stage mount or mount preparations, before the bootmisc.so plugin
and others run in hook/mount/all

Joachim Nilsson 1017e7b8e5 Disable conditions for some non-oneshot (runtime) hooks
The SVC_RECONF, SVC_LOST, SVC_START, and RUNLEVEL_CHANGE hooks are not
one-shot, they are also not regular conditions since there exist no
mechanism to reset them from flux.

One idea was to turn them into actions, but the lost + start hooks need
to be called multiple times per trigger, e.g. `initctl reload`, which
turned out to be non-trivial to implement right now.

Therefore, for (at least) the Finit v3.1 release these conditions have
been disabled ("nop") and ignored by Finit.  Only actual C-style plugins
will be called.

Joachim Nilsson c605874b26 Remove --with-plugindir=DIR, use --prefix or --libdir instead
The /lib/finit/plugins path is as of this patch not longer possible to
change.  Use --prefix or --libdir instead to change the leading path.

Joachim Nilsson 9e31bd8a23 Fix #18: Add support for calling run/tasks on HOOK points
This patch implements support for calling run/task jobs on the built-in
`HOOK_*` points in Finit.  To map each HOOK point to a condition a new
classification was made, as shown in plugin.h and in the example below.

task <hook/mount/root> /sbin/attachubi.sh      # run in parallel with other tasks/services
run  <hook/net/up>     /sbin/dosomething.sh    # run in sequence with other commands

Please note, only rudimentary tested.
