Test host-toolchain CI jobs on ubuntu-26.04 (#5867)

* Run host-toolchain CI jobs on ubuntu-26.04

GitHub moves ubuntu-latest to Ubuntu 26.04 between 2026-10-19 and
2026-11-19 (actions/runner-images#14748). Run the jobs that use the
runner's own compilers and tools on ubuntu-26.04 now to find breakage
before the rollout. Container jobs are unaffected.

* Let lcov continue on inconsistent coverage data in the coverage job

On ubuntu-26.04, lcov reports a mismatched end line for a function of the
test helper value_in_range_of_test.hpp in the 32-bit build and stops
(ci_test_coverage). The report only covers the library sources, so ignore
the inconsistency like the mismatch and unused errors before.
