Mark M. Hoffman c4fde53ac5 Reordered functions to get rid of all unnecessary forward decls. This 
revision should be functionally equivalent with the previous, except one small
bugfix: a typo in one of the smart tach SYSCTL numbers.  The unified diff from
this revision to the previous is nearly useless - sorry, it can't be helped.

Mark M. Hoffman fafcbe79d7 Added support and documentation for auto/PWM: 
* temp/pwm channel bindings
 * temp channel base/offsets temperatures
 * temp channel boost/hysteresis limits
 * temp channel minimum PWM
 * temp channel hysteresis for PWM
 * pwm output spin-up minimum and spin-up duration
 * pwm output #PROCHOT and #VRDHOT ramp times

Also...
 * bugfix: #PROCHOT interval handling was broken
 * bugfix: small documentation typo re: prochotN
 * removed some TODO comments resolved by testing
 * moved h/w register #defines into separate header

Mark M. Hoffman 34f34e64ca Added support and documentation for: 
* reading #VRDHOT inputs
 * reading GPIO pins (input only for now)
 * reading alarms status
 * #PROCHOT override control
 * #PROCHOT sampling interval control
 * Manual PWM output control
 * PWM output frequency control

Also, some whitespace cleanup in the driver.
