Changes: Accept S00-013 with an independent QA report and review handoff; no source edits. Confirm exact packets and mandatory supplementary reads remain available within the unchanged prompt budget.
Validation: make check passed all 68 tests, including UTF-8 stdin/EOF, timeout and terminal-transition regressions. Independently checked all 556 prompts: maximum 77693 characters; S21-006 retains 26 exact UI sections. Root escape and oversized-budget rejection checks passed; git diff --check passed. No application or parent-task acceptance claimed.

The focused S21-006 regression passes for both actions and checks each verbatim UI Kit section (26 sections), all input references and fresh-session/exit instructions. Supplementary documents are mandatory project reads before implementation/review, with explicit missing-artifact blocker guidance. They remain available by path; their contents are not silently truncated. Startup instructions, previous handoff and reviewer executor evidence stay inline. No specs, packet generation, contracts, dependencies or budget validation changed.
