At first all we need to support is the service directive, All other
directives, read from `/etc/finit.conf`, can remain static.
* Make initctl synchroneous, don't let `init 1` return until finit
has successfully entered runlevel 1, all proceses have been stopped.
* Add `!` or `[wait <pidfile>]` to service directive to let finit pause
and wait for a pidfile before starting processes -- both at boot and
when starting processes in a runlevel.
* Allow process callbacks to be scripts.
