Make silent bootup the default, use --enable-progress for old style

Browse Source 
This patch disables console heading and bootup progress messages by
default. Use --enable-progress to get the old behavior back, or try
the new HOOK_BANNER and HOOK_SVC_UP to run a custom progress.
