The condition subsystem starts very late, this should not affect running
callbacks in plugins. In d810ac0 an extra return statement was included
in a new if() statement block that run plugins hooks. This caused a
massive regression in how Finit starts up and runs.

- move #ifdefs to surround if() statement

This change adds support for running hook scripts at two new hook points
during the shutdown process:
- HOOK_SVC_DN: after all services and non-reserved processes have been
killed (and collected)
- HOOK_SYS_DN: after all file systems have been unmounted, *just prior*
to Finit calling reboot() to shut down or reboot the system

Drop the config.h include from helpers.h after a report from a colleague
trying to build an external plugin from the latest GIT sources.
Instead, make sure config.h is included, and properly commented, in all
.c files that have configure #ifdefs and other deps. Also, move more
ot the includes from helpers.h to their respective .c file instead to
reduce the amount of headers an external plugin pulls in.

Due to an unfortunate name clash with the DirectFB project LiTE, the
libite (-lite) project had to change its header namespace from
lite/*.h -> libite/*.h
This patch adds support for the new namepace in Finit, triggered by the
define _LIBITE_LITE, from the .pc file read by pkg-config. This should
only be needed on systems that install libite without the compatibility
symlink lite -> libite/ in the staging include directory.

Some C-lib, like GLIBC, convert NULL to <nil> when printing %p,
which we shouldn't rely on since others just bite the dust.

Traditionally, Finit has setup _some_ filesystems that are Nice To
Have (tm), using options that do the Right Thing (tm).
On the one hand, this is very convenient for users that don't
necessarily know what a reasonable mode= value is for /tmp etc. (pun
intended). It also means that mountpoints can be created if they
don't exist.
On the other hand it means that all users are forced to submit to the
choices made by Finit. Also, different filesystems where spread out
at many different points in `main()`, meaning that the fact that
`/proc` was available at a given hook point did not imply that `/sys`
was, for example.
Instead, defer _all_ filesystem setup to the user by simply calling
`mount -a`. We then ship an example `fstab` that shows how to
re-create the old behavior.
An operator wanting to monitor processes started by Finit could use the
kernel ftrace framework. E.g. execsnoop in perf-tools.

The file plugin.h is installed to $prefix/include and used by external
plugins. Therefore it must not include, or depend on, features set by
the configure script in config.h

This patch implements support for calling run/task jobs on the built-in
`HOOK_*` points in Finit. To map each HOOK point to a condition a new
classification was made, as shown in plugin.h and in the example below.
task <hook/mount/root> /sbin/attachubi.sh # run in parallel with other tasks/services
run <hook/net/up> /sbin/dosomething.sh # run in sequence with other commands

This patch moves the plugin loader much earlier, making it possible to
provide a custom banner/logo in a plugin.
To facilitate this move we need to also move banner later and parsing
of the kernel cmdline earlier, right after mouting /proc.
